Legal & Regulatory Requirements for Youth Groups
Youth group leaders and organisations have the same legal duties as employers under the Health and Safety at Work Act 1974 and the Management of Health and Safety at Work Regulations 1999. Where young people under 18 are involved, the duty of care is heightened — employers and voluntary organisations must take particular care to assess risks that young people may not recognise themselves.

Girlguiding requires risk assessments for all activities and residential events under its Activity Permit and Go! framework. The Duke of Edinburgh’s Award (DofE) requires a specific expedition risk assessment for each of the Bronze, Silver and Gold expedition sections, covering route, terrain, weather, group competence, and emergency arrangements.
