What Is a RAMS Document?

RAMS stands for Risk Assessment and Method Statement. It is a combined document widely required on UK construction and maintenance projects, and by principal contractors before work can begin on site.

A RAMS consists of two legally distinct components:

Risk Assessment

Identifies hazards associated with the activity, who is at risk, and what controls are in place to reduce that risk. This is the legally required element under Regulation 3(1) of the Management of Health and Safety at Work Regulations 1999 (MHSWR 1999).

Method Statement

Describes the sequence of work, the resources and equipment to be used, and the safe working procedures to be followed. Typically required by principal contractors and clients under CDM 2015 Regulation 4 (general principles of prevention).

The Legal Requirement for RAMS

RAMS documents are not defined in a single piece of legislation — the requirement flows from several overlapping regulations. Here is what applies to UK contractors.

MHSWR 1999 — Regulation 3(1)

Every employer must carry out a suitable and sufficient risk assessment of risks to employees and others affected by the work. This is the foundation legal duty that underpins the risk assessment half of every RAMS.

CDM 2015 — Regulation 4

Designers, principal contractors, and contractors must all have the skills, knowledge, experience, and organisational capability to carry out their work safely. A RAMS submitted to a principal contractor is the primary evidence of this compliance.

CDM 2015 — Regulation 12

The principal contractor must draw up a Construction Phase Plan (CPP) before construction begins. Subcontractor RAMS must be consistent with and support the CPP. The CPP incorporates the significant risks identified in subcontractor RAMS.

Work at Height Regs 2005 — Regulation 6

All work at height must be properly planned and supervised. For any RAMS involving roofing, scaffolding, ladders, or elevated work platforms, a work at height risk assessment is a mandatory component of the RAMS risk assessment.

Note: a RAMS is not mandated by a single regulation — it is an industry-standard combined document that satisfies obligations under MHSWR 1999, CDM 2015, and any applicable trade-specific regulations simultaneously.
