Swimming Pool Risk Assessment — Schools, Leisure Centres & Hotels

A swimming pool risk assessment is legally required for all facilities operating pools in the UK — schools, leisure centres, hotels, gyms and residential developments. It must cover drowning prevention, chemical safety (chlorine and pH control), water quality monitoring, lifeguard supervision, emergency procedures and legionella control under the Health and Safety at Work Act 1974 and HSE guidance HSG179.

Used by schools, leisure centres, hotels, gyms and facility managers across the UK

💧 Operating a school pool or leisure facility? Mention your supervision model (lifeguards, teachers, duty managers), chemical storage location and user groups (children, adults, lessons, public swim) — we'll include HSG179-compliant controls, emergency action plans and water quality monitoring schedules.

Legal requirements for swimming pool operators

The Health and Safety at Work Act 1974 places a duty on employers and facility operators to ensure the safety of employees, visitors and members of the public using swimming pools. This includes preventing drowning, managing chemical hazards, maintaining water quality and providing adequate supervision and emergency procedures.

The Management of Health and Safety at Work Regulations 1999 require employers to conduct a suitable and sufficient risk assessment for all work activities and premises. Regulation 3 mandates that this assessment must be recorded in writing where five or more people are employed — but even sole operators and small facilities are expected to document their risk management approach.

The Control of Substances Hazardous to Health (COSHH) Regulations 2002 apply to all pool chemicals including chlorine, sodium hypochlorite, pH adjusters and algaecides. Employers must assess the risks, implement control measures (ventilated storage, dosing procedures, PPE), provide training and maintain safety data sheets for all chemicals used on site.

HSE guidance HSG179 — Managing Health and Safety in Swimming Pools is the industry standard for pool operation in the UK. While not legislation, HSG179 provides the benchmark for what constitutes adequate control of swimming pool risks. It covers supervision ratios, lifeguard training, emergency action plans, water treatment, plant room safety and record keeping. Non-compliance with HSG179 is strong evidence of failure to meet the general duty of care under the Health and Safety at Work Act.

For schools, Ofsted expects to see documented risk assessments for all activities including swimming lessons, whether conducted on-site or at external pools. The Department for Education guidance Health and Safety: Advice on Legal Duties and Powers confirms that schools must assess risks and implement proportionate controls — a written swimming pool risk assessment is standard practice and routinely requested during inspections.

Local authorities may impose additional licensing conditions for public pools under the Health and Safety at Work Act 1974 and local byelaws. These typically require documented water quality testing, lifeguard qualifications, emergency equipment checks and public liability insurance. A comprehensive risk assessment supports compliance with these local requirements.

How it works

Step 1 - describe your swimming pool facility

1. Describe your pool facility

Tell us your pool type (indoor, outdoor, learner pool, therapy pool), size and depth, user groups (children, adults, lessons, public swim), supervision model (lifeguards, teachers, duty managers), chemical storage setup and any specific features like diving boards, slides or hydrotherapy jets. If you operate multiple pools on one site, mention it.

Step 2 - AI generates your swimming pool risk assessment

2. Let the app take the strain

Anyrisks produces a fully written, UK-compliant swimming pool risk assessment referencing HSG179, the Health and Safety at Work Act 1974 and COSHH Regulations 2002. Emergency action plans, water quality monitoring schedules and chemical safety procedures are all documented.

Step 3 - download your swimming pool risk assessment

3. Instant download and use

Download as PDF and Word. Present it to Ofsted, local authority inspectors or your board of trustees. Use it to train staff, brief lifeguards and inform your health and safety policy. £29, no subscription.

Frequently asked questions

Do schools legally need a swimming pool risk assessment?

Yes — under the Health and Safety at Work Act 1974 and the Management of Health and Safety at Work Regulations 1999, schools with swimming pools must conduct and document a risk assessment. This applies to school-owned pools and external facilities used for swimming lessons. The risk assessment must cover drowning, chemical hazards (chlorine, pH adjusters), slips and falls, and water quality monitoring.

Does this cover chlorine handling and COSHH requirements?

Yes — swimming pool risk assessments include Control of Substances Hazardous to Health (COSHH) requirements for chlorine, pH adjusters, algaecides and other pool chemicals. Storage, dosing procedures, PPE requirements and emergency spill response are all documented in compliance with the COSHH Regulations 2002.

Is it suitable for both indoor and outdoor pools?

Yes — describe whether your pool is indoor or outdoor and the assessment will be tailored accordingly. Outdoor pools require additional controls for weather conditions, UV exposure, algae growth and winter closure procedures. Indoor pools require ventilation and air quality controls.

Does it cover lifeguard supervision and emergency procedures?

Yes — if you have lifeguards on duty, mention it and the assessment will include supervision ratios, emergency action plans, rescue equipment checks and first aid readiness. For pools without lifeguards (e.g. hotel pools with supervised access only), alternative supervision and signage requirements are documented.

Can I use it for leisure centres, hotels and private members clubs?

Yes — Anyrisks produces swimming pool risk assessments for all facility types: schools, leisure centres, hotels, gyms, private members clubs and residential developments. Describe your facility type and usage pattern (lessons, public swim, private hire) and the assessment will be tailored to your operation.

Does it include water quality testing and legionella control?

Yes — water quality monitoring (pH, chlorine levels, temperature) and legionella risk management are included. The assessment references the HSE guidance Managing Health and Safety in Swimming Pools (HSG179) and requires documented testing schedules and corrective action procedures.

How long does it take to generate?

Under 2 minutes. Describe your pool type, size, user group (children, adults, mixed), supervision arrangements and chemical storage setup. Anyrisks produces a complete, HSG179-compliant swimming pool risk assessment instantly.

Does it meet Ofsted requirements for school pools?

Yes — Ofsted expects schools to demonstrate robust risk management for all activities including swimming. A written, regulation-referenced swimming pool risk assessment that covers supervision, water quality, emergency procedures and chemical safety satisfies this requirement and is routinely accepted during inspections.
