Commercial kitchen inspections in the UK are carried out by two separate bodies checking two separate things: your local authority environmental health officer (EHO) inspects food hygiene and safety under the Food Safety Act 1990 and related regulations, while the Health and Safety Executive (HSE) or your local authority health and safety team inspects workplace health and safety under the Health and Safety at Work etc. Act 1974. Who inspects commercial kitchens and why

Food hygiene inspections are carried out by your local authority under the Food Hygiene Rating Scheme (FHRS) in England, Wales and Northern Ireland (Scotland uses a similar Food Hygiene Information Scheme). The legal basis for a kitchen risk assessment

Every commercial kitchen employer has a legal duty under Regulation 3(1) of the Management of Health and Safety at Work Regulations 1999 to carry out a suitable and sufficient risk assessment covering the risks to employees and to anyone else who might be affected — including delivery drivers, cleaners, and customers in open-kitchen settings. Where five or more people are employed, the significant findings must be recorded in writing under Regulation 3(6). Inspectors will ask to see this document on the day of the visit; if it does not exist, or is clearly generic and not specific to your kitchen, that alone can trigger an improvement notice.
