Asbestos Survey Risk Assessment — Generated Instantly for £29
Describe the building, the asbestos materials identified in the survey, and the scope of work. We generate a fully written, UK-compliant asbestos risk assessment covering all Control of Asbestos Regulations 2012 requirements in minutes.
Used by construction contractors, building owners, facilities managers and refurbishment specialists across the UK

⚠️ Pre-2000 building? Any intrusive work requires a refurbishment and demolition survey under Regulation 5 of the Control of Asbestos Regulations 2012. Mention the ACMs identified (type, location, condition) and we'll include all required controls, RPE, enclosure, waste disposal and air monitoring requirements.
Legal requirements for asbestos survey risk assessments
The Control of Asbestos Regulations 2012 place an absolute duty on anyone responsible for non-domestic premises (and landlords of domestic premises) to manage asbestos. Regulation 4 requires a suitable and sufficient assessment to determine whether asbestos is or is liable to be present. This is the asbestos survey. Regulation 5 requires that before any refurbishment or demolition work, a refurbishment and demolition survey must be carried out to identify all asbestos-containing materials (ACMs) in the area affected.
Once ACMs are identified, Regulation 6 requires a risk assessment to determine the risk from those materials and the measures needed to manage that risk. This is the asbestos survey risk assessment. It must cover the condition of the ACMs, the likelihood of disturbance, exposure routes, control measures (including enclosure, labelling, removal), emergency procedures, and monitoring requirements.
Work on ACMs is classified as either licensed work (Regulation 8) — which requires a licence from the HSE and applies to high-risk materials such as asbestos insulation, asbestos insulating board (AIB), and asbestos coatings — or non-licensed work (NNLW), which applies to lower-risk materials like asbestos cement and textured coatings, provided the work remains below the control limits. Even non-licensed work requires a written plan of work, notification to the enforcing authority (if above notification thresholds), and strict controls including RPE, wetting, enclosure and waste management under Regulation 16.
The HSE prosecutes failures to survey and assess asbestos risks rigorously. In 2022–23, the construction sector accounted for the highest number of HSE enforcement notices related to asbestos, with fines regularly exceeding £100,000 for corporate breaches. An asbestos survey risk assessment is not optional — it is a legal requirement before any intrusive work on pre-2000 buildings.
How it works

1. Describe the survey findings and work scope
Tell us the building type, the asbestos materials identified (type, location, condition), and the scope of work (refurbishment, demolition, maintenance, ongoing management). Mention whether the work is licensed or non-licensed and any specific site constraints (occupied building, school, hospital).

2. Let the app take the strain
Anyrisks produces a fully written, UK-compliant asbestos survey risk assessment referencing the Control of Asbestos Regulations 2012, HSG264 (Asbestos: The Survey Guide) and HSG210 (Asbestos Essentials). All required controls, RPE, enclosure, waste disposal and air monitoring requirements are included.

3. Instant download and use
Download as PDF and Word. Hand it to your principal contractor, submit it to building control, include it in your RAMS pack, or file it for HSE inspection. £29, no subscription.
What it covers
Every asbestos survey risk assessment is written in full — covering all asbestos hazards and control measures required under the Control of Asbestos Regulations 2012.
Asbestos fibre inhalation risk — health effects and exposure limits
Type of ACMs identified (AIB, cement, textured coatings, insulation, lagging)
Condition of ACMs and likelihood of disturbance during work
Licensed vs non-licensed work — legal classification and requirements
Respiratory protective equipment (RPE) — specified FFP3 or full-face masks
Enclosure and negative pressure units (NPUs) for licensed work
Wetting and suppression techniques to minimise fibre release
Asbestos waste disposal — double-bagging, labelling and licensed transport
Personal decontamination and transit unit requirements
Background and personal air monitoring — UKAS-accredited analysts
Four-stage clearance testing under Regulation 20
Emergency procedures for unplanned asbestos disturbance
Notification to HSE or local authority (14 days for licensed work)
Training requirements — CAR 2012 awareness and licensed operative training
Control of Asbestos Regulations 2012 compliance (Regulations 4, 5, 6, 8, 16, 20)
Works for
From management surveys in occupied buildings to licensed asbestos removal on demolition sites, Anyrisks covers every type of asbestos work.
What customers say
"We did a refurb survey on a 1970s office block and needed the risk assessment before we could start stripping out. Anyrisks covered all the ACMs we'd identified, specified the RPE and enclosure requirements, and referenced all the right regs. Client and HSE were satisfied."
Tom R.
Refurbishment contractor, Manchester
"I manage a portfolio of 1980s commercial properties. Anyrisks gave me a management plan risk assessment for each building covering all the ACMs we'd surveyed. Much faster than writing it all out myself and exactly what the insurers wanted to see."
Sarah M.
Facilities manager, Birmingham
"We do non-licensed asbestos cement removal on farms and agricultural buildings. Anyrisks covers all the NNLW controls — wetting, RPE, waste disposal — and it's accepted by every principal contractor we work with."
James K.
Asbestos removal specialist, Norfolk

Frequently asked questions
Is an asbestos survey legally required before refurbishment or demolition?
Yes — under Regulation 5 of the Control of Asbestos Regulations 2012, a refurbishment and demolition survey is mandatory before any building work on pre-2000 structures. A management survey is required for ongoing building management. The HSE can prosecute for failure to survey.
What's the difference between a management survey and a refurbishment and demolition survey?
A management survey identifies the presence, location and condition of asbestos-containing materials (ACMs) during normal occupation. A refurbishment and demolition survey is intrusive and identifies all ACMs in areas affected by building work. Both require a risk assessment to manage identified asbestos safely.
Do I need a separate risk assessment after the asbestos survey report?
Yes — the survey identifies ACMs, but the risk assessment documents how you will manage those materials during work. It covers controls for disturbance, exposure monitoring, RPE, enclosure, waste disposal and emergency procedures. This is required under Regulation 6 of the Control of Asbestos Regulations 2012.
Does it cover licensed and non-licensed asbestos work?
Yes — describe the type of ACM identified (e.g. asbestos insulation board, cement, textured coating) and the scope of work. The assessment will specify whether licensed asbestos removal is required or whether non-licensed work under control limits is permitted, including all required controls.
Is it accepted by the HSE and principal contractors?
Anyrisks produces a fully written, regulation-referenced asbestos risk assessment in the standard format expected by principal contractors, the HSE, and local authority building control. The format aligns with HSG264 (Asbestos: The Survey Guide) and HSG210 (Asbestos Essentials).
Can I use it for ongoing asbestos management in a building?
Yes — if you manage a building with identified ACMs, describe the materials, their condition and location, and any planned maintenance or alterations. The assessment will cover ongoing monitoring, staff training, notification procedures and controls for accidental disturbance.
Does it include air monitoring and clearance testing requirements?
Yes — where intrusive work on ACMs is described, the assessment will specify requirements for background air monitoring, personal exposure monitoring, four-stage clearance testing and the requirement for a UKAS-accredited analyst under Regulation 20 of the Control of Asbestos Regulations 2012.
How long does it take to generate?
Under 2 minutes. Describe the building, the ACMs identified in the survey, and the scope of work. Anyrisks produces a complete, regulation-referenced asbestos survey risk assessment instantly.
