HSWA 1974 and MHSWR 1999

Under the Health and Safety at Work Act 1974 (Section 3), every employer has a duty to non-employees — including event attendees. Regulation 3(1) of the Management of Health and Safety at Work Regulations 1999 requires a suitable and sufficient written risk assessment before the event takes place.
