Ofsted and EYFS Requirements for Preschool Risk Assessments

The Early Years Foundation Stage (EYFS) Statutory Framework requires all early years providers, including preschools, to take all reasonable steps to ensure children are not exposed to risks. Section 3.65 of the EYFS states that providers must assess risks and take action to remove or minimise them. This applies to the premises, equipment, outings, and all activities.

Ofsted inspects preschools under the Education and Inspections Act 2006 and the Childcare Act 2006. Inspectors will ask to see written risk assessments during inspections. They expect to see evidence that you have identified hazards specific to your premises and the age group you serve, and that you have put appropriate controls in place. A generic template with blank boxes is not sufficient — Ofsted expects a completed, site-specific document.

The Health and Safety at Work Act 1974 and the Management of Health and Safety at Work Regulations 1999 apply to all workplaces, including preschools. Regulation 3 of MHSWR 1999 requires a suitable and sufficient risk assessment covering both staff and children. Many preschools are charity-run with volunteer committees — the legal duty remains the same.

The Children and Families Act 2014 places a duty on providers to promote the welfare of children. Risk assessment is a key part of this duty. Anyrisks produces a preschool risk assessment that aligns with all these requirements and is written in the format expected by Ofsted inspectors.

Frequently Asked Questions

Does this meet Ofsted requirements for preschool risk assessments?

Yes — Ofsted requires preschools to assess risks to children in all areas and activities. Under the EYFS Statutory Framework, providers must take reasonable steps to ensure children's safety. Anyrisks produces a fully written, EYFS-compliant risk assessment that documents hazards and controls in a format recognised by Ofsted inspectors.

Can I use this for multiple preschool sites or sessions?

Yes — describe each site or session type (morning, afternoon, forest school) and generate a separate assessment for each. Many charity-run preschools operate in shared community halls or schools, and each location requires its own assessment covering the specific premises and activities.

Does it cover outdoor play and forest school activities?

Yes — mention outdoor play areas, forest school sessions, or any off-site activities in your description and the assessment will include controls for falls, weather exposure, plant/animal hazards, and supervision ratios required under the EYFS.

Do I need separate assessments for different age groups?

Preschools typically serve children aged 3-4 years (or 2-4 with funded places). If you have separate rooms or sessions for two-year-olds, describe the age range and supervision ratios and the assessment will reflect the specific developmental stage and risks.

Is this accepted during Ofsted inspections?

Yes — Ofsted inspectors expect to see written risk assessments that demonstrate you have identified hazards and taken reasonable steps to manage them. Anyrisks produces a professional, regulation-referenced document in the format Ofsted inspectors are familiar with.

Can I add my own policies and procedures?

Yes — download the Word document and add your fire evacuation procedure, safeguarding policy references, or staff deployment plans. The core risk assessment is complete, but you can customise it to match your preschool's specific policies.

Does it cover allergies and medical conditions?

The assessment covers general food safety and hygiene risks. Individual children's allergies, medical conditions and care plans should be documented separately in line with your preschool's safeguarding and health policies.

How quickly can I get this assessment?

Under 2 minutes. Describe your preschool premises, activities and age range, and Anyrisks produces a complete, EYFS-compliant risk assessment instantly.
