Legal requirements for logistics operations

The Health and Safety at Work Act 1974 requires employers to ensure the health, safety and welfare of employees and others affected by their work. For logistics operations, this means managing risks from vehicle movements, materials handling equipment, manual handling, loading operations, and working at height in high-bay warehouses. A written risk assessment is legally required under Regulation 3 of the Management of Health and Safety at Work Regulations 1999.

The Provision and Use of Work Equipment Regulations 1998 (PUWER) apply to all materials handling equipment including forklifts, reach trucks, pallet trucks, conveyor systems, and automated storage systems. Regulation 5 requires that equipment is suitable for use, Regulation 6 requires maintenance, and Regulation 9 requires operator training and competence. Every logistics facility using MHE must document how these duties are met.

The Manual Handling Operations Regulations 1992 require employers to avoid hazardous manual handling where possible, assess risks where manual handling cannot be avoided, and reduce the risk of injury. According to HSE statistics, manual handling accounts for over 20% of workplace injuries in the transport and storage sector. Logistics operations involving repetitive lifting, awkward loads, or team lifts must have documented manual handling assessments.

The Workplace (Health, Safety and Welfare) Regulations 1992 set minimum standards for temperature, lighting, ventilation, and welfare facilities. For logistics sites operating shifts, this includes requirements for adequate rest facilities, sanitary provision for all genders, and sufficient lighting for night operations. Where construction work is undertaken on logistics premises — such as mezzanine installation or loading bay refurbishment — the Construction (Design and Management) Regulations 2015 apply and site segregation, welfare facilities for contractors, and principal contractor duties must be documented.

How it works

Step 1 - describe your logistics operation

1. Describe your operation

Tell us about your logistics facility — warehouse size, types of goods handled, equipment used (forklifts, reach trucks, conveyors), shift patterns, loading bay operations, and any specific hazards such as cold storage, hazardous goods, or high-bay racking. The more detail you provide, the more specific the assessment.

Step 2 - AI generates your logistics risk assessment

2. We generate your assessment

Anyrisks produces a fully written, UK-compliant logistics risk assessment covering PUWER, manual handling, vehicle movements, loading operations, and all relevant workplace regulations. Every hazard is identified and controlled.

Frequently asked questions

Does this cover both warehouse and vehicle operations?

Yes — logistics risk assessments cover the full supply chain operation including loading bay activities, forklift operations, goods-in and goods-out, manual handling, vehicle movement on site, and driver safety. Describe your complete logistics operation and the assessment will cover it.

Does it comply with CDM Regulations for logistics sites?

Yes — where construction or structural work is taking place on your logistics site, we reference the Construction (Design and Management) Regulations 2015 and include site segregation, contractor management, and loading bay construction controls.

Can I use it for shift work and out-of-hours operations?

Yes — mention that you operate shifts or 24-hour operations and the assessment will include fatigue management, lone working during night shifts, emergency procedures for reduced staffing, and lighting requirements under the Workplace (Health, Safety and Welfare) Regulations 1992.

Does it cover third-party logistics (3PL) operations?

Yes — if you manage goods on behalf of clients, describe your 3PL operation including handling procedures, storage systems, client-specific requirements, and security controls. The assessment will be tailored to your multi-client logistics environment.

Is forklift and MHE operation included?

Yes — forklift operations, pallet trucks, reach trucks, and all materials handling equipment (MHE) are covered under the Provision and Use of Work Equipment Regulations 1998 (PUWER). Mention the equipment types you use and we will include operator competence, daily checks, pedestrian segregation, and load stability controls.

Can I use it for distribution centre audits and compliance checks?

Yes — the risk assessment is written to the standard expected by HSE inspectors, third-party auditors, and insurance assessors. It references all relevant UK legislation and is accepted for compliance documentation across the logistics sector.

Does it cover loading and unloading at customer sites?

Yes — if your drivers deliver or collect goods from client premises, describe the delivery operation including tail-lift use, manual handling at customer sites, reversing procedures, and interaction with customer staff. We will include controls for working at third-party locations.

How long does it take to generate?

Under 2 minutes. Describe your logistics operation — facility size, equipment used, shift patterns, and specific hazards — and Anyrisks produces a complete, UK-compliant logistics risk assessment instantly.
